PART 66 license for aircraft mechanics
The AML (aircraft maintenance) license is a European license recognized in all EU states. The objectives of this license and the conditions required to obtain it are defined in Regulation (EU) N ° 1321/2014; Annex II Part-145, Annex III Part-66 and Annex IV Part-147.
Essential elements of the AML Part-66 license
License categories :
The Part-66 license provides for several categories and subcategories :
- Category A: Line maintenance (minor scheduled line maintenance and simple defect rectification) divided into the following sub-categories ;
- A1: turbine-powered airplanes;
- A2: piston engine airplanes;
- A3: turbine helicopters;
- A4: piston engine helicopters.
- Category B (aircraft structure, powerplant / mechanical / electrical systems, simple tests on avionic systems) divided into the following sub-categories ;
- B1.1: turbine-powered airplanes;
- B1.2: piston engine airplanes;
- B1.3: turbine helicopters;
- B1.4: helicopters with piston engines.
- Category B2 : Avionic including electrical power (license applicable to all aircraft) ;
- Category B2L (license applicable to all aircraft other than those in group 1 as defined in point 66.A.5 1)). It includes the following "system qualifications":
- communication/navigation (com/nav),
- instruments,
- automatiqu flight,
- surveillance,
- cell systems.
- Category B3 (license applicable to non-pressurized piston engine airplanes with a maximum take-off mass (MTOM) less than or equal to 2,000 kg) ;
- Category L, divided into the following sub-categories:
- L1C: composite gliders,
- L1: gliders,
- L2C: composite motor gliders and composite ELA1 aircraft,
- L2: ELA1 motor gliders and planes,
- L3H: hot air balloons,
- L3G: gas balloons,
- L4H: hot air airships,
- L4G: ELA2 gas airships,
- L5: gas airships other than ELA2.
- Category C: Base maintenance certifying engineer (license applicable to airplanes and helicopters).
Eligibility
The applicant for an AML license must be 18 years old.
Basic knowledge
The basic knowledge required for each category is defined in Part-66.A.25. Proof of acquisition of this knowledge can be demonstrated by a certificate issued by a training school with Part-147 approval established in the European Union or; in Luxembourg, by an exam managed by the DAC in conjunction with the Lycée Technique Privé Emile Metz
Exam credits may optionally be awarded.
The experience
The practical knowledge required for the award of an AML license varies depending on the candidate's pre-qualification and the license category requested. The conditions are defined in Part-66.A.30.
A booklet is provided by the DACas a preferred means of recording practical training and experience in aircraft maintenance to support an application for the issue of a first aircraft maintenance license.
Type rating
The type rating defines the types of aircraft on which the candidate will be entitled to issue an APRS. It is obtained at the end of a training whose nature is defined in Part-66 .A.45.
Validity
The AML license is valid for 5 years.
It is renewable by the state that issued the license. It must be renewed for any change in data contained in the license.
AML license request
The Direction de l’Aviation Civile (DAC) is designated by the Grand-Duchy of Luxembourg for the issuance of aircraft maintenance licenses (AML). The DAC follows the requirements established in the Regulation (EU) No 1321/2014, Annex III (Part-66). This page provides guidance for applicants for an initial, amendment, transfer, and renewal of a Part-66 AML.

"Blank” AML for Applicant Follows “Part-147” Basic Training Course
- Application
- Relevant certificates
- EASA Form 148 Certificate of recognition for basic training and/or basic examination issued by the Part-147 maintenance training organisation before 12 June 2026, or
- EASA Form 148a Certificate of recognition for basic training and/or basic examination issued by the Part-147 maintenance training organisation, or
- EASA Form 148b Certificate of recognition for basic examinations issued by the competent authority.
- Logbooks
- Practical experience (66.A.25) for the basic knowledge performed and attested under Part-147 & Part-145 environment,
- Practical experience (66.A.30) performed and attested under Part-145 or by other acceptable type of maintenance organisations (Part-CAO, FAR-145, etc..) environment,
- Extract of recent practical experience (at least 1 year) attested by the maintenance organisation(s).
- Others
- a proof of residence “Certificat de Résidence”,
- a copy of an ID card / passport,
- a proof of payment.
Note(s):
- The certificate of recognition must clearly identify each individual module examination by the date passed with the version correspondance in Appendix I (for category A, B1, B2, B2L, B3 and C licenses).
- Basic knowledge & basic experience must have been acquired within 10 years preceding the application for an aircraft maintenance license.
"Blank” AML for Applicant Follows “Lycee Technique Privee Emile Metz” Training Course
- Application
- Relevant certificates
- DAC Form 323-1 Certificate of recognition for basic examination issued by the DAC before 12 June 2024, or
- EASA Form 148b Certificate of recognition for basic examinations issued by the DAC,
- Technician diploma issued by the Luxembourgish state (aircraft mechanic…).
- Logbooks
- Practical experience (66.A.25) for the basic knowledge performed and attested under LU- Part-145 environmen (Word, 624 Kb)t, and/or,
- Practical experience (66.A.30) performed and attested under Part-145 or by other acceptable type of maintenance organisations (Part-CAO, FAR-145, etc..) environment,
- Extract of recent practical experience (at least 1 year) attested by the maintenance organisation(s).
- Others
- An official letter from the Luxembourgish maintenance organisation stating at least the starting date, different positions of the applicant and any interrupting working time during the basic practical experience if above 60 days,
- A proof of residence “Certificat de Résidence”,
- A copy of an ID card / passport,
- A proof of payment.
Note(s):
- The certificate of recognition must clearly identify each individual module examination by the date passed with the version correspondance in Appendix I (for category A, B1, B2, B2L, B3 and C licenses).
- Basic knowledge & basic experience must have been acquired within 10 years preceding the application for an aircraft maintenance license.
1st Endorsment with Aircraft Type on the AML
- Application
- Relevant certificates
- EASA Form 149 Certificate of recognition for the completion of theoretical and/or practical elements of the type training course issued by the Part-147 maintenance training organisation before 12 June 2024, or
- EASA Form 149a Certificate of recognition for the completion of theoretical and/or practical elements of the type training course issued by the Part-147 maintenance training organisation or for the aircraft type evaluation, or
- EASA Form 149b Certificate of recognition for examination of the theoretical elements and/or the assessment of the practical elements of the type training course issued by the competent authority or for the aircraft type evaluation.
- Logbooks
- Copy of the On-the-Job Training (OJT) logbook issued by the Part-145 maintenance organisation attested by the maintenance organization(s).
- Others
- A copy of the current original aircraft maintenance license,
- A proof of residence “Certificat de Résidence” (if residence has changed),
- A proof of payment.
Note(s):
- The OJT must be started and completed within 3 years preceding the application for a type rating endorsement.
- All non-LU OJT program and task must be accepted by DAC.
Endorsment with Additional Aircraft Type on the AML

Extension of the AML (To add a Category or Sub-Category)

- EASA Form 148a Certificate of recognition for basic training and/or basic examination issued by the Part-147 maintenance training organisation, or

- EASA Form 148b Certificate of recognition for basic examination issued by a competent authority.

- Modules & experience must have been acquired within 10 years preceding the application for addition of a category or subcategory to such a license.
Transfer of Part-66 AML from EU-Member States
- Application

- Applicant must demonstrate they fulfill at least one of the following requirements:
- Be a Luxembourgish citizen, or/and
- Be a permanent resident of Luxembourg, or/and
- Be employed by a Luxembourgish maintenance organisation.
- Others
- A copy of the current original aircraft maintenance license,
- A proof of residence “Certificat de Résidence”,
- A copy of an ID card / passport,
- A proof of payment.
