Instruction 2025-02: Flight procedure design

The present instruction is based on the following European regulation:

• Commission Implementing Regulation (EU) 2017/373 of 1 March 2017 laying down common requirements for providers of air traffic management/air navigation services and other air traffic management network functions and their oversight, repealing Regulation (EC) No 482/2008, Implementing Regulations (EU) No 1034/2011, (EU) No 1035/2011 and (EU) 2016/1377 and amending Regulation (EU) No 677/2011

The aim of this instruction is to determine the design criteria for flight procedures, as required by point FPD.TR.100 of Annex XI of aforementioned implementing regulation (EU) 2018/373.

Sole article

(1) The applicable criteria for the design, documentation, verification, validation and periodic review of flight procedures are those described in the latest version of ICAO Doc 8168 ‘Procedures for Air Navigation Services – Aircraft Operations’ (PANS-OPS), Volume II (Construction of Visual and Instrument Flight Procedures).

(2) The applicable criteria for the design, documentation, verification, validation and periodic review of the required navigation performance where authorization is required are those described in the latest version of ICAO Doc 9905 ‘Required Navigation Performance Authorization Required (RNP AR) Procedure Design Manual’.
