Non-EU air operators

In order to obtain the necessary authorization to operate to or from the Grand Duchy of Luxembourg, the air operator registered outside the European Union is required to send the following elements to the email address civilair@av.etat.lu no less than 72 office hours before the planned operation:

 

Freight or passenger transport

  • Information concerning the air operator  
    • Air Operator Certificate and Operation specification ; and
    • Security Manual with National CAA approval (in English); and
    • Contact details of the Security Manager (email, phone and address); and
    • Contact details of the air carrier local representative and the focal point for security issues if different (it can be local GHA / GSA); and
    • Fleet Insurance Certificate
  • Information concerning aircraft
    • Airworthiness Review Certificate or Certificate of Airworthiness ; and
    • Registration Certificate; and
    • Noise Certificate; and
    • EGPWS / ACAS II Certificate; and
    • Date of Manufacture
  • General information 
    • Third Country Operator Status; and
    • Exact routing
    • Arrival and departure time

 

 

Freight transport

In addition to the items listed above, the air cargo operator is required to provide the following information:

  • an ACC3 certificate or an ACC3 exemption certificate (for more information, please see this link) ; and
  • type of cargo and tonnage

 

 

N.B. All requests must be sent to the DAC no less than 72 office hours before the planned operation, otherwise they will not be processed.

All flights operated by chapter 3 aircrafts must respect the official opening hours of Luxembourg international airport: 6 a.m. to 11 p.m. local time.
