When an UAS operator, registered in a Member State other than Luxembourg, intends to conduct an operation in the SPECIFIC category that will take place partially or entirely in Luxembourg airspace, his/her operation is considered a Cross-border operation.
To apply for a CBO, please follow the 2 steps described below:
The UAS operator will apply to its National Aviation Authority (NAA) of registration (Member State of registration) for :
An operational authorization, or
A LUC
according to the intended operation.
Then, after evaluation and validation, the NAA of registration will issue:
An Operational authorization, or
A LUC certificate,
according to the intended operation.
The UAS operator will then apply for a cross-border operation to the DAC (MS of operation) by:
Joining a copy of the operational authorization or the LUC Certificate delivered by his/her NAA of registration, and
Joining additional information on the location(s) of the intended operation including the updated mitigation measures,
to be sent by email to the following address: uas@av.etat.lu
After assessment and validation of the above mentioned documents, the DAC will issue a confirmation of acceptance, according to the intended operation.
The necessary information regarding the area/airspace of the intended operation is available on Geoportal (geoportail.lu)
