Model Clubs
In the framework of their activities on a particular terrain, any model aircraft club or association can apply to the DAC for authorization for UAS operations in accordance with the Article 16 of the EU regulation 2019/947. In this context, they may apply for deviations from certain regulatory requirements from the OPEN category such as the:
- Age of the remote pilot
- Aircraft model weight
- Flight height
- How to obtain an authorization from DAC as a model aircraft club or association?
- The application (free format) may be sent to the DAC:
- via mail to
- or by email to uas@av.etat.lu
- The application must include a document that outlines the procedures to be followed by all members, as well as the established organisational structure and management system of the aeromodelling club or association. This may, for example, take the form of internal regulations, an organisation chart, or the association's legal statutes.
- The application (free format) may be sent to the DAC:
- Upon the satisfactory assessment of the elements presented by the club or association, DAC will issue an administrative authorization, in accordance with the Article 16 of the EU regulation 2019/947. This authorization defines the limitations and conditions under which the operations may be conducted and is limited to the terrain and in the context of the operations of the club or association.
- If you are a Model flyer, you have then the following two options :
- You may operate as a member of a model club or association, on its terrain, and benefit from an authorization issued by DAC;
- You may operate according to the conditions of the OPEN Subcategory A3 by respecting all its restrictions (your model aircraft shall weight less than 25kg, flights shall be performed below 120 meters, etc.).
Please note that some model clubs already received such an authorization from DAC.
