National Aerospace NDT Board Luxembourg

EN4179 is the European recognized standard for Nondestructive testing (NDT) methods. It establishes the minimum requirements for the qualification and certification of personnel performing NDT in the aerospace industries. It addresses the use of a National Aerospace NDT (NANDT) board but does not mandate it.

The Continuing Airworthiness Regulation (EU) No 1321/2014, Annex II (Part-145), article 145.A.30(f) requires that personnel who carry out and/or control NDT of aircraft structures and/or components are appropriately qualified for the particular methods in accordance with the European or an equivalent Standard recognized by EASA. The acceptable means of compliance for this provision specifies that:
- appropriately qualified means to Level 1, 2 or 3 as defined by the European Standard EN 4179, and
- all examinations should be conducted by personnel or organizations under the general control of a NANDT board.
Status
Not having such a board in place in Luxembourg, all examinations of NDT personnel shall be conducted by personnel or organizations under the general control of a NANDT board of another EASA Member State which is to be formally recognized by the Direction de l’Aviation Civile (DAC).
As of October 01st, 2025, DAC therefore recognizes Netherlands Aerospace NDT board (NANDT-NL), which is mandated by the Civil Aviation Authority of the Netherlands (CAA-NL).
In that frame:
- DAC conducts surveillance of the NANDT-NL board activities by participating in the audits performed by CAA-NL or accepting the reports issued by the latter;
- DAC is entitled to review processes, procedures and guidelines developed by the NANDT-NL board;
- DAC and CAA-NL agree to exchange any relevant information from the NANDT-NL board (e.g. decisions, examination process);
- CAA-NL updates the applicable circular it issued, in order to formalize DAC’s surveillance;
- NANDT-NL board will publish the present statement on its website.
