Pre-Defined Risk Assessment (PDRA)

 

  • A PDRA is a defined type of UAS operation in the SPECIFIC category, for which mitigation measures have been determined after a risk assessment performed by EASA.
  • The PDRA is very similar to the STS but the differences with the latter are left to the discretion of the competent authority. The PDRA therefore requires an operational authorization to carry out operations in the SPECIFIC category.

 

To apply for PDRA, please follow these steps:

  1. Download and fill in the forms “DAC UAS 401”, “DAC UAS 402” and “DAC UAS 403
  2. Assess your PDRA and submit it with all additional documents, as necessary.
  3. Send the forms and the additional documents of your operation per email to uas@av.etat.lu  

 

Several PDRAs exist:

PDRA-S01 – mirror of the European Standard Scenario STS-01

You must operate only over a controlled ground area that might be  located in a populated area.

This means that only involved people may be in your controlled ground area.

  • You may only fly a UAS with a maximum take-off weight of less than 25 kg and a maximum characteristic dimension of less than 3 m

  • You may only fly a UAS that meets the requirements for a Class C5 UAS, except that the UAS does not need to bear a class identification label.

 

 

PDRA-S02 – mirror of the European Standard Scenario STS-02

  • Case 1: without Airspace Observer(s)

You must operate only over a controlled ground area that might be  located in a sparsely populated area.
Which means that only involved people should be in your controlled ground area.

You must operate your UAS no further than 1 km from you when no AOs are used for the operation. (BVLOS 1km)

  • You may only fly a UAS with a maximum take-off weight of less than 25 kg and a maximum characteristic dimension of less than 3 m.

  • You may only fly a UAS that meets the requirements for a Class C6 UAS, except that the UAS does not need to bear a class identification label.

 

 

PDRA-S02 – mirror of the European Standard Scenario STS-02

  • Case 2: with Airspace Observer(s)

You must operate only over a controlled ground area that might be  located in a sparsely populated area.
Which means that only involved people should be in your controlled ground area.

You must operate your UAS no further than 2 km from you when AOs are used for the operation. More precisely, the distance between your airspace observer(s) and you must not be more than 1 km and you must operate your UAS no further than 1 km from your AO.

  • You may only fly a UAS with a maximum take-off weight of less than 25 kg and a maximum characteristic dimension of less than 3 m.

  • You may only fly a UAS that meets the requirements for a Class C6 UAS, except that the UAS does not need to bear a class identification label.
