Aircraft Registration - Eligibility Criteria and Registration Procedure

The conditions required for the registration of an aircraft in the Luxembourg register are defined in the Grand-Ducal regulation of July 27, 1961 and its successive amendments.

Eligibility criteria

In accordance with article 3 of the Grand-Ducal regulation of July 27, 1961, the following are registered, when the request is made:

  • state aircraft;
  • private aircraft wholly owned, in full or in bare ownership, to EU nationals domiciled in the Grand Duchy of Luxembourg;
  • private aircraft wholly owned, in full or in bare ownership, to legal persons governed by Luxembourg law, of which the joint and several partners, general partners, directors, managers or agents are EU nationals.

These criteria will be verified during the eligibility study. The origin criteria do not apply in the event that the aircraft is intended to be operated commercially by an air carrier with an operating license and an air operator's certificate issued by the Directorate of Civil Aviation.

Registration procedure

The registration of an aircraft in Luxembourg takes place in 4 phases:

  • reservation of a registration mark
  • eligibility study
  • administrative and technical procedure
  • clearance

For some aircraft, registration in the mortgage register is compulsory.
